Phone call asking general questions but was ignored repeatedly and more than qualified for the position. But yet they knew they were going to hire within anyway with someone less qualified. Why does this happen

Reached out to me on Linkedin. Very honest and straightforward interview. Asked basic questions around my background. Was upfront about pay and opportunity. I was invited to move on the the second round of interviews with the main recruiter. There are two additional interviews past that with the Director and then the Director and VP.
