-Extraordinarily bureaucratic, difficult to get anything done -Huge divide between permanent ("regular budget") and temporary ("technical cooperation") staff; need to put in >5 years as TC before even having a shot at RB -Very Geneva-focused. Work in "the field" is lower status and under-resourced.
