Claustrophobic public administration mentality. Most bosses lack vision and frustrate ideas and initiative from lower ranks. Careers are dominated by politics, merits and ideas are worthless, protection form above and membership to the club of comrades are the only key to success. It’s no surprise that completely unfit people land in top ranks or receive disproportionate fringe benefits, while many qualified worker are shifted to lesser position or idle their time because bosses have to make place to their buddies.
