Hiring managers require no standard for hiring which leads to working with a new batch of mouth breathers every other month, yet wonder why they "have issues keeping anyone good". Anyone with a brain can figure out the best way to fix this would be offering starting positions with a higher salary, but they don't and do not actually care about solving either issue. Upper mgmt only cares about carrying on the appearance to show Safeway everything's great. And why should they care, when every time an employee does something questionable, they can refer to the employee training book and point to any one of many ambiguous rules and say "SEE! Rule 5 states you must continuously observe the shoplifter from birth before making a stop!"
