Most departments are understaffed by 10-30%. All employees are underpaid by 10-50%. Only way to fix this is get a job offer from elsewhere, and accept it. If you show them a job offer from elsewhere, they'll promise to match it at your next review, then not do so. Everything's someone specific's fault, and its never the fault of HR for hiring incompetent people in too small a volume. Different business units fight each other. If you get caught up in these fights its made personal.
