After applying, I received a request for a phone interview. That went well. Then I was asked for an in-person and that went well. I followed up after a week to follow up and was emailed that the job was offered to another candidate.

Depending on the position, they may do a phone interview first and then call you for an in-person interview. It's also a possibility they may call you twice for an in-person interview.
