How do you decide what technology (frameworks, testing, etc) to use when given a problem to solve?

Previous experiences, research, prototyping. It depends how much time we have to develop the solution. If it is a short amount of time, use previous technology you know and go the tried and true method. You have time, explore options, build prototypes, and see which fits best.
