I would first understand what the goals of the organization are, what data supports where workers are, outline an instructional problem after understanding the demographic and route of the instructional issue. From there, I would see what resources were on hand from the 3rd party, contact SMEs if necessary, and collaborate with stakeholders during the design and development process of a solution. At the end, I would perform an analysis of the trainings provided to determine its effectiveness as a whole on the issue at hand.
