Metastability is a theoretical point of stability for a system, albeit any noise induced on that system would return the state of the system to points with higher stability. The classic example is a ball on top of a perfectly smooth hill. Theoretically if this ball is at the exact peak of the hill... it would be balanced. Although the slightest bit of wind would blow the ball to one side or the other.
