The pay is set by a very strict and small range which causes people to cap out for their title. At which point raises become impossible without a title change. No matter how hard you work or how much you role changes you are stuck at the same range. This causes a high turn-over rate as well which makes the job more difficult as expectations increase pay stagnates. It also doesn't help that the entire pay range is grossly below market average.
If you are a contractor there is also very little to no job security.
