leadership is disconnected to caseworkers and other staff. too many tasks added without any additional pay or support. leadership has big ideas and big plans but do not think through the details of their plan before implementing it. strategic planning is not executed well.

The county did not want to do the work to create positive or much needed standards. The bar is set low with building standards, upper management does not have finger on pulse. Upper management also does not want to support their subordinates to make the changes needed at the team level to weed out the non-performers. I was told Allegheny County was not ready for me yet. Would taxpayers want to know that a manager was trying to get her employees to do 8 hours of work, to raise the standards and create positive change-- but was not allowed.
