Heavy, slow, political. Too many silos, very hard to get anything accomplished. Very risk averse and believing in top down management of everything. People are rarely empower and allowed to do their job and use their skills, instead there are numerous directives from the top of from dedicated groups who dictate how everything needs to be done.
