-Terrible luck with staffing; Either no one is working and you're very short-staffed, or the staff that is hired doesn't last long, has a bad attitude, and/or is verbally violent. -Appropriate action is very rarely used in situations that can be fixed; People would rather play the blame game until someone gets yelled at, punished, or fired, rather than fixing issues head-on.
