The Victorian Quarantine Hub (VQH), at the time of this substantiated public interest review, is run by COVID-19 Quarantine Victoria (CQV), a previously established Administrative Office within the Department of Justice and Community Safety (DJCS). Known for its proven failures in managing the Hotel Quarantine Program, now being phased out, one would hope a degree of credibility in this facility actually and diligently achieving its purpose still exists - particularly, if managed by the same individuals who attempted to lead the Hotel Quarantine Program with the resulting effect of it being decommissioned. With the latest pandemic changes coupled by ongoing mismanagement and poor publicity, VQH managed by CQV is likely to also become obsolete serving no particular purpose or benefit to the community and perhaps best reinvented by an alternative and more competent entity run by more experienced and ethically minded bodies. To put it simply, a waste of taxpayers’ money. History speaks for itself about the poor social responsibility, contradictions and unethical conduct CQV had in its dealings with the public - evidently, compromising the health and safety of the community but too arrogant to show any acknowledgement of issues they have been challenged on. Extensive publicised coverage of proven failures during the pandemic within the Hotel Quarantine Program is readily available, including several examples of mismanagement leading to serious breaches resulting in further transmission of Covid-19 into the community. Countless examples of mistreatment of frontline staff by senior staff exist where staff have had their individual rights compromised. Many highly capable staff have unfortunately, been on the receiving end of random/trivial rules which are made up in an attempt to ruthlessly throw them under the bus while exceptions apply to others, proving a culture of double standards. Concerning behaviours including remarks surrounding homophobia or less favourable treatment of staff remain unaddressed simply on the basis that those with authority are “mates” with such staff and therefore, will happily turn a blind eye. The resulting effect being of detriment to CQV alone who have been reported and flagged with regulatory authorities now on file coupled by resignations of such officials engaging in behaviours contrary to the Victorian Public Sector (VPS) Code of Conduct. They do not practice what they preach and demonstrate regular contradictory behaviours with proven tactics to attempt to legitimatise, deflect and conceal such behaviours. CQV has also been flagged for failing to pay a number of frontline staff for some months in the early stages of the Hotel Quarantine Program despite the labour being provided, claiming this as an “administrative error” despite exhaustive persistence and awareness. This is despite being brought to the attention of senior staff and directors who simply didn’t seek to resolve matters despite happily cashing in themselves - highly self-interested. It is inappropriate and evidently an unlawful excuse to not pay your staff particularly, if “trying out” in the Victorian Public Sector (VPS) where the expectation is that you practice what you preach. The Commissioner of CQV has no regard for employees who channel escalations through to her merely referring any issues/concerns back to the managerial staff causing the grievances to begin with. Relying heavily on pre-established scripts which are read verbatim, any issues outside these scripts are deemed as too difficult so best dealt with by others who may be heavily prejudiced and lack integrity. With regard to the Industrial Relations Principal Consultant, he too proved to display behaviours contrary to the VPS Code of Conduct through proven examples of failing to comply with settlement terms known for “going all out” creating his own rules subsequently, breaching any agreed terms. They simply do not play by the rules reiterating compliance concerns. Heavily scrutinised by regulators and other Government body alike and being monitored for compliance issues, any one who experiences any form of mistreatment or injustice with CQV, including residents or hardworking frontline staff, are encouraged to formalise their complaint to the appropriate external regulatory authority. Avoid engaging with the Administrative Office internally to save yourself unnecessary grievances given a history of proven cover ups and manipulation tactics. Such entities you might consider engaging include the Victorian Ombudsman’s Health Portfolio Manager, WorkSafe Victoria, Fair Work Commission and the Fair Work Ombudsman among other relevant body you deem fit - all of which have a stake and ability to intervene.
