The sheer size of our organization provides many opportunities for upward mobility and career advancement. We have a great training program in place. Our executive leadership understands what is important and how to get the job done. We know that collaborative partnerships, transparency, accountability, and sustainability are all in the mix and this team is leading Caltrans into a new cultural awareness for the need to change. In fact, one of our important initiatives is the continuous improvement project at Caltrans. We've implemented Lean 6-Sigma to streamline processes and develop efficiencies. Slow disciplinary system due to protection of the labor unions. Difficult to even get really bad people fired. Such a large organization, the mediocre middle that you find in all organizations is more visible because we are so large.
