Promote mostly low tech people, who have close relationships with managers and go out with them in the spare time. Mediocrity is encouraged by the fact that management is poorly prepared and often incompetent in taking forward decisions. Most of them engage in this company just to not work and not to evolve technically. Tech skilled people who cast doubt on managerial decisions are blamed in 4-eye personal meetings. Very low tech skilled and aged managers who don't have drive and vision represent a drawback for the ones who desire to perform within this company. When you leave the company the managers treat you with no respect (posting on internal network messages and denigrating mails to you).
