Management is ossified into interconnected silos with very little incentive to collaborate or assist other groups. If you are a mover and a shaker, you will find it hard to effect change, because you will encounter resistance as soon as you need any help from a different department. Upper management (executive) is unaware of this or unwilling to make a change to break the gridlock. You will be labeled as a bad team player if you point this out. Upper management is full of people coasting into retirement, and that attitude flows down the ranks.
