Company culture is non existent, HR has entirely given up in creating one. Management is adamant that a job role is far more important than the expertise of a person or their past of proven record, making them simply throwing people at a job without relevant experience or background. Sketchy hiring practices, people just show up without ever interviewing, mostly caused by knowing someone at the company. Most people in the company are "Doing a job" instead of running behind a mission, making everything reactive, slow and without any agency. People who bring agency will only clash with the laid back culture. All of the above makes it common talk that management is looking to sell the company for scraps instead of working with the people and fixing the giant list of things that should be fixed at the company.
