The org suffers from a hostile work environment and toxic culture. HR demonstrated favoritism and operated with significant conflicts of interest by allowing senior directors to verbally and emotionally abuse their staff. In several cases, abusive manager received promotions while their victims were terminated. The org structure is excessively top-heavy, with administrative expenses consuming a disproportionate share of resources. Upper management possesses limited relevant experience and operates without a coherent strategic direction.
