Upper management is 95% rich and white with minimal understanding of what it means to serve a diverse population. They don’t like mental heath patients. They use a EIB system rather than a true sick day program and it does not benefit the employee but saves them a lot of money. Getting raises can be tough, and therefore many employees are covered by a union.
