GDIT bases their needs on the contracts that they have secured. A salaried position with them does not necessarily mean a job for life. It means you are working on a contract for an agreed performance period. If that performance period ends and your skills are not easily transferable to another market/project, they will not hesitate to furlough or terminate you. Once you are receive a layoff it is difficult to work yourself back into GDIT within another contract.
