The only pay raise you will receive is when they do the yearly census basically on your city and determine if your city qualifies for a pay raise. THEN, the contracting officer has to approve the pay raise to be in effect for you city. All other cities have gotten raises 2-3 times already except El Paso still being the one city with no raise year after year despite cost of living going up.
