A realization from management that much of the culture is gray haired and top heavy. There is a recent push to hire younger engineers. Good work-life balance encouraged from most managers.

There is much more work than the number of employees to perform the tasks. Many managers are inefficient. Too much bureaucracy, primarily driven by the customer (Govt.).
