There was a toxic culture of deception, gamesmanship, and cynical manipulation of workers' feelings in order to avoid providing quality raises and to keep costs as low as possible. Staff were all overworked, and upper management were continuously looking for reasons to write staff up and avoided providing the highest quality care possible for the money and resources available, focusing instead on marketing opportunities for the company as a whole. The turnover rate got worse and worse and upper management were not interested in pursuing real solutions.
