Staff were all overworked, and upper management were continuously looking for reasons to write staff up and avoided providing the highest quality care possible for the money and resources available, focusing instead on marketing opportunities for the company as a whole. The turnover rate got worse and worse and upper management were not interested in pursuing real solutions.
