Huawei has established a strategic plan to build strong R&D in Russia and to expand it by many times compared to the previous scale. The old (1999-2019) Huawei R&D in Russia and the new one (2019+) are completely different stories. The latter is being built in Google-like style with flexible schedules and A-class new offices. Huawei adopts the best practices to enable Russian employees to work in their localized style without direct translation of the Chinese rules like is was before. Given the big package size Huawei can offer to talented engineers, it is now one of the best employers in Russia in the ICT field.

Some Chinese colleagues from HQ speak English not fluently. But if you have a strong local leader it's not a problem for engineers.
