- Upper management simply does not get involved, especially the Finnish citizens who are more interested in enjoying an early retirement in the Rain Forest then in actually making things happen; - An overall amateur spirit with no sense of accountability - bad decisions and bad performances are not punished at all; - Nokia is usually holding the teams and the projects back, instead of the other way around. The board of directors (all Nokia employees) does not have a clue of how to manage the portfolio, so most of the decisions in that field are political. No real interest in the outcome of the projects.
