Insperity as a PEO is great, offering some of the best Health Care benefits at a substantially lower cost compared to other companies I have worked for in the past.

They are a PEO, so you are co-employed by another company. Not so much a con, as just a matter of how a PEO works, but if you manage HR for a small company a PEO is a great way of providing excellent benefits to your employees.

low pay for the industry (seriously low), old processes, slow to change when it comes to implementing policies and a culture of nepotism. No growth opportunities due to employees staying in their position until retirement. Can't move up until someone leaves, retires or kicks the bucket. All departments operate lean - understaffed.
