*Internal promotions are ridiculously slow unless you have a very involved manager who advocates for their people *J&J in general does not value good management on the local and department level. They would rather put a known individual who is a weak manager in a management position than to take a chance on giving a management job to a person who has great people skills but has not yet supervised people. Sometimes local management roles are given to people who don't do well on project teams due to their abrasive behavior or ineffectiveness. So it appears local management jobs are a dumping ground for mediocre people that can't be workforce managed out. *The rating system is counterproductive. Everyone receives a rating from 1 to 4 for what they did and 1 to 4 for how they did it. There is little to no incentive to work hard when 80% of people get a 3/3 rating. As one manager said, people have to "walk on water" to get a 4 in either category.
