There is a kind of apartheid at King County - between the full time workers with benefits and the part time masses cycled through jobs shamelessly. This process is enhanced by the dangling of potential full time jobs. My supervisor was a result of nepotism - he was unemployable otherwise and he received his job because his boss was his mother-in-law. This was a wildly known fact... hundreds of people were aware.
