Constant changes requiring chasing understanding of what is expected. Baseline expectation isn't "do the job well and hit targets" - to meet baseline target (tied to baseline annual bonus as well as annual merit increase) requires exhausting, consistent stretching to handle and accomplish more than a full workload. This deincentivizes excellence / fails to nurture, recognize or distinguish excellence by design to control expense within personnel salaries, raises and annual bonuses and freezes development or growth by promotion. Those unlikely to have jobs impacted by the constant changes (sr/upper management) seem to have little empathy or ability to understand the core work in a way that makes space for the people - losing sight of the people in the race to hyperefficiency.
