They followed the law of hiring the current employees of the company that they won the contract with.

After taking over the contract they weren't expecting to win they have not responded to questions and when they did it was late and mostly bad information. Poorly set up benifits application process, too cheap to send out a proper insurance card, had to print it out from online and laminate it myself. Overall a company that just outsources all responsibilities to third party companies which seems to me like they just want to pass the buck to other people.
