Very top heavy. Too many V and C level and not enough people to do the work. They force you to take "flex" time to make up for their budget deficits due to poor planning . You have to use your PTO time so when you want to take a vacation, you don't have enough PTO left. In 2016, they forced employees to take 15 flex days. If you have worked there less than 5 years you only accrue about 20 days per year for sick, vacation, etc. In November they closed about 50 open positions in my department also due to budget deficits so there are not enough people to do all of the work.
