Spends a lot of money on trainings for staff but models little commitment to organizational adoption. Touts an image of stakeholder respect and collaboration but poorly models both internally. Not a "listening" culture - meetings filled with people waiting to talk but little space for reflection and contemplation. New leadership seems increasingly crisis-driven.
