They were or have been short staffed several years with attrition from market conditions. Raises were none existent and bonuses were removed for the last several years. Morale was "it is what it is" and most are looking for other opportunities at lower positions. Pay is average or below other companies in general. Managers understand the frustration and want to provide raises but hands are tied.
