We have recognised that sometimes local Resourcing gets influenced by urgent local needs over the needs of the company or the individual. Hence we are in the process of centralising and automating Resourcing completely. This will also remove all possibility of biases or favouritism. Some changes have been made already - people no longer belong to the BU but to the company.
By the way, I hope the DBA whose case you mention hadn't made a typo when entering his/her skill set in the skills survey... Unfortunately these systems aren't yet intelligent enough to pick such errors, but one day will be :-)
