During the ramp-up they hired engineers with significantly lower salaries than the existing NSN engineers (The old engineers coming from NSN are in their majority very low performers). When they started leaving, they hired new engineers with high salaries too. The most productive engineers of the company are the lowest paid. The salary is a random (or politics) process that has nothing to do with productivity and competences. Politics is the main path to creer advancement. Person over team approach is generally rewarded.
