The company attracts talented people using competitive pay, but that quality doesn't carry through to executive leadership. Unclear incentive structures results in extremely low morale among low/middle level employees. As much as the company/HR says that performance reviews and promotion criteria depend on "basic principles", none of these are quantifiable which results in well-deserving employees being denied promotions and bonuses due to internal politics. This results in a talent exodus which has left a leadership layer that reflects who was willing to stay, not who was most capable.
