Most of the data and systems infrastructure withing Panasonic Avionics Corp has not changed in the past 15yrs (from $40mil, to over $2bil) due to only management that that refused to change or improve. Most of this management was hired during the "start up" days and do not have the skills, knowledge, or experience to make good decisions. Further, they are typically the same managers that made the bad decisions years previously that have resulted in compromised and ineffective systems.
