Senior Technology management are addressing the out of date, disparate and legacy systems, but unfortunately they are doing this from their Technology 'textbooks' without properly understanding or appreciating the unintended consequences of what they are doing. Outsourcing has destroyed morale, and left teams grossly understaffed. Cursory analysis appears to have been made to identify staff who's skills were needed, but unfortunately many valuable people were erroneously let go. All the right buzzwords are being used but the actual implementation of these changes has been shambolic and amateur. Worse, the CIO brought in all his old friends from Vodafone, Nortel and CSC where clearly they are bringing their vision and mistakes. Entire managements chains are filled with an old boys network of friends brought in at Director, VP and SVP levels with dubious credentials. This again is destroying morale as existing staff watch as positions are being filled by friends of friends with little oversight and on huge salaries while no internal appointments are being made or offered.

When a project goes according to plan you can work with some great people and make decent money.

Bad behavior is tolerated when you have a weak team member. They are allowed to remain on payroll, even if they do not effectively contribute. The burden is often placed on the team members willing to pick up the slack. Promotions are not given to the most qualified. They are randomly assigned. There are some horrible scoring directors as a result.
