As a planner supervised by engineers, I feel there is a learning curve on the part of management as to what planners are expected to do as a profession (responsibilities to the profession and to the community). There are some conflicts between the engineering and planning ethics requirements for professionals. The company was not equipped to handle planning requests due to a lack of a fully equipped planning division.
