They really mean they hire managers from other companies, and immediately promote them within a month or 2 of working at Publix. They hire people at higher rates than people who have been there longer, and have more experience. So you will see people come in and not know what they are doing, yet they are making $2/hr+ more than associates who have been there for years. So associates who are making less are teaching the new people who are making more how to work the Publix way.
