Stakeholders (external) put a lot of pressure on management (internal), who struggle with identifying how to increase employee utilization for projects. Projects are introduced very quickly and management is starting to require employees to have more engagement and ask to join projects. They expect employees to always reach out and work in very repetitive, manual projects, which don't really translate in the workforce adding new skills to their value.
