Favoritism such some staff if they know someone from upper management can get away with essentially anything. Disorganized practices. Not prepared when opening shelters. Inconsistent disciplinary process. They hire almost anyone and that isn’t always a good thing as certain positions require experience and a level of understanding. Program Managers are left in the dark, very little communication, and blaming Managers when something doesn’t go right but most of the Manager didn’t even know about it. Directors handle problems behind the scenes and don’t include Managers and give no explanations to the results.

Clients. It’s very rewarding helping the homeless population.

The program manager for HSS is not good at leadership. The clinical supervisors are unprofessional. The culture is very much do what they want or get let go. That leaves no room for improvement, hence why HSS is falling apart.
