Promises, promises but not enough man power to make it happen. In my experience, I was repeatedly given a start date, just to have it pushed constantly because the contract that was a “sure thing” wasn’t. I did eventually start, but found they were so fiscally unstable that very small amounts of money were squabbled over - a poor use of time & resources in my view. They’re unlikely to be around 5 years from now if they can’t develop a strategic vision because they can’t stay in business by just saving pennies.
