The whole organization is not united, people don't have the same goal, not collaborating together, most of times, instead of solving the problem, they tend to be defensive and blame at others. The management strategy and planning is lack of clarity, hence the organization structure doesn't work, the target setting is not backed with facts but only a "wish". There are no career development opportunities in this organization because of the business nature.
