      Bureaucratic processes are incredibly slow. Each department is incapable of venturing outside of their purvey making cooperation very difficult to accomplish projects. Managers are highly paid to the detriment of those on the bottom of the pay scale. Expectations are not clear and no one will give a clear, definitive answer to your questions.
