No direction at the executive level, they just expect ICs to come up with strategies which encourages silos. Get assigned KPIs but no authority to influence them. Constantly slashing budget but not expectations. Constant reorganizations which kill momentum. Only opportunity to advance is if your boss quits or gets fired - no natural progression.
