Departmental senior Management is bias in review rating. Good engineers don't feel encouraged to perform better due to bias. In name of gender diversity, technical capabilities are being ignored. HR is too much involved in rating and salary hike. Extra curriculum activities are encouraged at cost of engineering work and people doing extra curriculum activities get better exposure than hard working engineers. this is where senior management at country level is at fault.
