CEO and other C level meddle in things they don't understand. Development team is all overseas and is bottom of the barrel. Forced to work with them even if the job they do is subpar. So much time fighting fires no time to do any long term planning or work. If something takes longer than a couple hours to do you can't really do it. CISO has an overinflated sense of self worth.
