If you snooze you rule else you bounce from one project to another putting out fire. Basically these guys have a set of leads that do not really do any technical work and they load up on leads before actual resources who do the work. The result is good old inverse pyramid. HW portion has 3-4 leads with no one to lead. Sw portion has leads that are basically incompetent engineers but very good in schmoozing. Now this probably happens in most companies but when you have 4 layoffs in 5 years, things got to change, at least a sane management would realize this. It would be interesting to see how long this "culture" will go on.
